Climate Decisions at Durban Conference
Durban, South Africa, Dec 9. – The 17th UN Climate Change Conference began its last day of sessions on Friday, with progresses in some issues, but differences to define a legal regime for new mitigation goals to the highest historic pollutants of the planet.
Despite the top-level plenary session, reserved for inter-governmental agencies, the forum´s main source are the meetings of the Ad Hoc Working Groups of the Kyoto Protocol and the Long-Term Cooperation Committee of the UN Convention, which will issue the cardinal decisions of the meeting.
"It seems that some important agreements are to be achieved, the sides push until the last moment to try to impose their willingness, but they have defined the moment to give," an experienced negotiator told press.
In his opinion, everything seems that the Green Climate Fund could be operational, not in all magnitude developing countries want, but with some included demands.
Referring to the Kyoto Protocol, the European Union proposal to support the second chapter in exchange for a route map for new legal instrument in mitigation as of 2015, with the inclusion of more countries, is still latent.
In his Thursday speech, Cuba´s First Deputy Minister of Science, Technology and Environment Fernando Gonzalez said not to conceive that decisions have so far adopted if the necessary technical works for that were practically included for many days.(Prensa Latina)
