Havana, Aug 24 .-Cuba is currently seeking to boost its railway management system that could be ”exploited in part or in its entirety by natural or legal operators, both as nationals and foreigners,” an official source revealed.

 

According to statements of the legal advisor of the Transportation Ministry, Edmundo Ronquillo Rivero, Decree Law 348 disclosed on the Official Gazette of Cuba website, also allows the exercise of the activity to natural persons as a railway operator in the form of worker by own account.

This is foreseen in the license for the transport of cargo and passengers whose transit will be in railway lines of third and fourth categories.

The Extraordinary Gazette number 42 also clarifies that the management or concession in the railway system, the proposal will have basic data as a feasibility study; economic, financial and legal capacity of the legal or natural person and identification of the railways, railway access, rolling stock and facilities that are to be managed, among other requirements.

With entry into force for next September 21, the law aims, according to the press director of the Rail Transport Administration, Ronald Boffil, to support the development program of this sector until the year 2030 that includes the modernization of the infrastructure with all its component and rolling stock.

In statements to the press, it was also announced that the new regulatory framework provides for new standards on issues such as personnel training and rail safety.

Transportation is one of the segments in which Cuba aspires to attract foreign investment as part of the updating of its economic model. (Prensa Latina)
